The key distinction is this: having debt is not the issue. It is whether that debt is being serviced as agreed. A loan being paid regularly and on schedule typically does not hold up a transfer. It is an unresolved default or an unpaid obligation that triggers a block.

The clearance check, then, is a broader financial safeguard that happens to be applied at the point of vehicle transfer.

For sellers, this means the process can surface something you did not know was still unresolved. For buyers, the clearance process provides protection — it helps ensure you are not inheriting unresolved liability alongside the vehicle. You will typically need an A1 form for:

  • Selling your vehicle to another individual in the Maldives

  • Gifting or transferring a vehicle to a family member

  • Cancelling or deregistering a vehicle permanently — for scrapping or other reasons

All three situations use the same A1 form. The transaction type is identified within the form at the time of completion. Each situation does, however, carry its own supporting requirements — the documentation expected alongside the form differs depending on the nature of the transaction.
